Plastic covering plugs are made for covering internally threaded anchors such as threaded anchors, wave anchors, socket anchors etc. Covering the anchor with a plug prevents fresh concrete, water, ice or other debris from causing problems with the thread making it difficult to screw on a lifting loop or other attachment.
